When trying to access Help using the ? button in any of our sharepoint 2013 sites, I received an error: "Sorry, this site hasn't been shared with you."  I checked the logs and I see a couple of errors:

The sites, are all reacted as expected.  The only thing I noticed besides the help access error, is I get the same error when trying to access site collection 'Site Settings' at "https://site/_layouts/15/HelpSettings.aspx"

For your issue, navigate to your central admin site, and in the URL add "/_admin/privacy.aspx" to the end of the URL. Find the section "External Web-based Help" and choose the option "Yes" for "Display Help from external Web sites as specified by each Help collection?". Then click the OK button.

If  the issue still exists, create a site collection in another web application and compare whether the issue exists.
