Hi, 

I'm having this issue with SharePoint 2013. Is a new farm and all application services have been configured and are started. Created a web application with it's content database, and added a second content database (brought from current live server) via powershell. SharePoint Designer 2013 can see the sites in it, and master pages and permissions and so on, but navigation seems to be broken or outdated or something. I stopped/started Metadata Application Services multiple times, and the web foundation service (to clean IIS sites and re-deploy them), but keep getting Page Not Found when trying to navigate. This site that I need to get up, is deployed via a farm solution, and it shows as deployed to the site like it should. 

Is there anything I'm missing? Please need some assistance.

when does the 404 come out? can you check if the master page in the right place with the right name?
