I'm trying to overwrite a file in my document library but with a file using the same name. I have versioning turned off.

The file will not overwrite and the metadata still shows from the first file. Why won't this overwrite?

Try to clear SharePoint configuration cache and IE cache .

If the versioning is turned off , you will see Overweite existing files option when you upload new document to library , please make sure the section is selected .
