我有如下要求:-

In short we have centralized documents in one site collection and from different sites collections we need to filter centralized documents by web part settongs. We need that on premise (out of box web part)

For out of box web part, you can use Content Search Web part.

将内容搜索" Web部件插入页面并进行编辑，然后更改查询并切换到高级"模式，然后添加文档中央存储URL作为路径，添加关键字过滤器和属性过滤器，如下所示:

Insert the Content search web part to a page and edit it, then change query and switch to Advanced mode, then add the document central store URL as the path, add the keyword filter and property filter as below:
