Basically had my Surface resumed from SLEEP related to CompatTelRunner.exe ( telemetry still trying to find a way to completely delete this file, more trouble than it is worth in the last set of updates).  As the battery neared death it force shutdown and taking with it an app that was in Visual Studio, I was working on. It was a UWP application now I can't look at the property files of any UWP applications at all not even UWP DLLs. Throws an error about Framework Version. I am attempting a "repair" don't have much hope in it.

Why is it that VS is so damn brittle with relation to UWP, literally a mouse could shit in any woods and it would cause UWP to break on an installation.  What is even more annoying there are NO log entries to the error.
