We need to implement a defined list of content types in our environment on all existing and new libraries on all SharePoint sites. I created a Content Hub and was able to sync with a library in another site however I need to be able to do this automatically to all libraries and future libraries. I searched and some suggested using a feature. Has anyone done something similar? Any guidance is appreciated.

When you create and published a content type in content hub(you could check below thread for guideline), you could add the content type to existing library by PowerShell.
#Get site object and specify name of the library to look for in each site
