I would like to prevent Windows search from searching internet history.  It seems like a waste to me.

First, it is not a waste - this enables you to type words into the IE URL box and and shows you URLs you've visited that match. Most users find that useful, which is why the feature was added. The perf hit is also minimal, since it only indexes URL strings, not the website contents. Compared to the set of other indexed locations, this data is negligibly small.
 
Second - if you really want to disable this feature, go to Control Panel -> Indexing Options -> Modify and exclude the "Internet Explorer History" from the indexed locations list.
