On our central admin server this morning the psconfigui.exe was triggered twice once at 9:09 am and once at 11:03 am.  The only reason I notice it is because I happen to be checking the event logs and ran across

In my experience this doesn't launch on it's own it has to be manually run and usually after patch updates.  The last patching was done by me in December 2017 where I applied the July 2017 CU to our 2013 Farm.
