I have a app for WP7 that I am creating. at one point after the used navigates to a location I would like to be able to lock that location to the center of the screen. so that when they touch the map and swipe the map does not move.

The easiest solution would be to put a control on top of the map controls. That control should have no content and a fully transparent background.
