I'm interested in adding tags to files that don't support tags, like a text file for example. I also want to be able to find these files by tag using Windows Search.

I'm guessing this will have to use Alternate Data Streams, so I guess my question is - what is the best way to do this?

Unfortunately, as of now, we don't support universal tags. Also, the indexing pipeline from traditional protocol handlers to property handlers/ifilters won't read ADS. So even if you do add the data to the files, it won't be indexed unless you write your own protocol handler.
