Currently there is no discount for Application Insights with in Azure Dev/Test, but the Application Insights business model is already optimized for Dev/Test usage.  Since the only charges are on the volume of data ingested, and the volume of data during Dev/Test work is generally low, so are the costs. Additionally, by default Application Insights uses intelligent data sampling to optimize the data collected during high loads such as stress/scale testing.
