I have spent several hours trying to find a solution but when opening an icon file (.ico) in my project from Visual Studio it always opens in paint.  I am not sure how this association was made but I cannot get rid of it.  Even if I right-click on the file on Windows Explorer and open with "Visual Studio 2015" Visual Studio will open an then the file will open in paint.  I am trying to create some application icons but this will not work with paint.  I have tried repairing Visual Studio and suggestions from the web but none of them work.  Any help would be appreciated.

I am not able to repro your issue behavior with both Visual Studio 2015 and Visual Studio 2015 Update1 on Windows 7/8/8.1/10. The icon file will be opened on Visual Studio when right-click the icon file and select Visual studio. Please see the attached image, the file which I download from the website.

If I double-click the icon file, only on Windows 7 it opens with paint directly, it need users to select the open application on other OS.
