So adding ~sitecollection/ to the xsnlocation worked. While this is okay for our users to navigate to from a seperate landing page, it could be problematic for our organisation's power users and admins looking at the library directly.

Per my test in my SharePoint online environment, I cannot switch classic experience to new experience in the form library created from the default form library template.
