As the SCA, I added users to a permission group. All users can access the page and libraries except for a select 4 users who cannot access one library. This one library has the permission group added with these users in it. However, these select cannot access the library. The page "This page has not been shared with you" is produced for these select users. Again, they are in the group and the group has permissions to this specific library.
