So, I have a VPS which shuts down at the weekends. Once started on the Monday morning, I now need to redownload a new RDP file. This has happened before - to which I was told to set the IP address to static which worked.

Now when I deploy a new VPS and repeat the process with the IP address, I now revert to having to redownload the RDP file again. It makes me so angry when something works before then it decides not to.

You need to set the Public IP address to static. In your screenshots you only have the private IP address to Static. 

转到门户->选择VM->选择网络->选择网络接口->记下公共IP地址名称

Go to the Portal -> Select the VM -> Select Networking -> Select the Network Interface -> Take note of the Public IP address name

在门户搜索栏中，输入公共IP地址" ->找到您的VM的IP地址->选择它->将分配从动态更改为静态

In the portal search bar type "Public IP Addresses" -> Find the IP address of your VM -> Select it -> Change the assignment from Dynamic to Static
