I've tried rebooting several times, tried running the Microsoft "Fix It" program, tried running it as Admin, tried setting the compatibility, to no use. I always get the EXACT same error.

May be different version issue . Did you tried installing Microsoft Visual C++ 2005 Redistributable (x64) First and then install MatLab R2013a.You can use even viewer or sxstrace.exe to see the exact error . if i am not wrong this error can be due to side by side configuration is in-correct. Just try to install 64 redistributed first and the install your app.
