i am becoming a bit desperate about a problem i am facing with Visual Studio 2013 Express w/ Update 4.
I wanted to start porting my Windows Phone 8 apps/games to Windows Phone 8.1/Windows 8.1 so i installed Visual Studio 2013, however, and whatever i do, the designer is not loading and show only this error message:

I tried updating everything, including my display driver, but nothing. I tried starting a completly new project to see if something different happen, but no!
My development computer is a Surface Pro 1, used as a desktop replacement, plugged into a Toshiba Dynadock u3.0 with Dual screen using a DisplayLink.

Based on your issue, first I suggest you try to run your Visual Studio 2013 Express for Windows Update 4 as Administrator and then re-create a new windows store/phone project check this error.
To make this issue clearly, do you get this issue if you just create a simple Windows store app? Maybe you could test it with other projects like WPF app or others check if you get same error message.
To check this issue is related to the VS IDE or machine environment, I suggest you can try to install same version of VS2013 Express on other machine check this issue.
(1) If you get same issue on other machine, maybe I doubt that the issue is related to the setup, so I suggest you try to re-install the VS2013 Express and then download it from the Microsoft official and install it again.
