For elastic database jobs, the preview is set to 100 concurrent jobs executions. It doesn't mean that max 100 databases can be in target group. Target group can have any number of databases in Logical server or Elastic Pool or shard map and number of dbs are enumerated dynamically at run time depening on the master credentials you use to create at time of job execution. So your option (b) is correct.

Also note that if you are running 100 job executions and more number of database in your target pool, you may need to increase the job database to higher server tier. Current recommendation as per microsoft is S0.
