I am planing to create auto site creation provision in SharePoint online thru Microsoft Flow, Azure function, PnP powershell. User will fill the Site details in SharePoint online custom list and automatically a modern team site with Office 365 group should be created (the site could be site collection or sub site..based on the user choice). Can someone please provide any reference link from MSDN, github or from any blog to head start on this.

AFAIK, the existing SharePoint connector for Logic Apps doesn't have this functionality. But you should be able to do so by using the REST API (blog) directly with the HTTP Action.
