1. Do you mean that you want to open a file which was closed before? Does it have the project in the Start Page when you open the VS? If it has, you could open it under the "Recent" option. If you have changed the path of saving your project, you could also open it under File->open->Project/Solution…
2. If you mean that it will open the project automatically when you restart your machine, I’m afraid that it is related to the windows system. Not the expert about it, but I have met the similar issue, for example, if I open a project in VS, and then I install a tool which has to restart the machine, and then it will reopen the previous project which I didn’t save before if I restart the machine. I doubt that it is related to the project (it was opened in VS) which didn’t be saved. Maybe you could post this issue to the windows forum here.
