I was attempting to build a system to help speed up proposal writing based on previous similar/related proposals. I envisioned an Access db that would be populated with the <i><b>paragraphs</i></b> from multiple documents and a query field that would allow a user to paste in a paragraph from an RFP. Through the wizardry of a complicated word scoring and tag word query the user would be presented with paragraphs from past proposals that best match the language used in the RFP paragraph.  Every time I talked to a colleague about some of the challenges I was having in Access they always suggested developing this "system" in SharePoint.  So, do you agree?

I have tried using SharePoint to search our proposal repository with a small number (3-6) of key/tag words but the results aren't very helpful because the search keys on words throughout the documents in the repository as opposed to returning documents with paragraphs that best match the query terms.

I'm more of the rows and columns type, and if I was going to do it in SharePoint, I wouldn't look into building the taxonomy, and figuring out a way to populate it with keywords from the content inside the documents. I think that SharePoint can do some indexing based on the content inside of the documents, but it seems smarter to specifically target. I'd say read up on how the Search Crawl actually works, and then you'll understand the mountain you'll need to climb to implement Taxonomies and build indexes.
