Currently we have our APIM deployed in an external model.  We front the api access with an externally deployed, outside Azure, WAF.  All calls come from the internet, hitting the WAF first then APIM.  My question is; can I access the APIs deployed in APIM from eternal elements via our WAF and can I access my APIs published in API internally over our Express Route?  Any links to MSFT documentation showing how, (if its even possible), I'd do this would be greatly appreciated as well.

You can use APIM deployed in Internal mode and then setup an Application Gateway to achieve that.
Here is a doc that explains this in detail.
