Dear All, 

I have created new record center on SP Online, content type is assigned each Record Library and Drop Off library. Content Organizer rule has also been created. When I Submit Record to Drop Off library and fill the required Content type metadata, it shows that file has successfully added to drop off library for record manager review.

However; same file is also routed to the correct Record Library with complete metadata and drop off library also has one copy of same file with complete meta data.

Please provide more information about your configuration of Content Organizer rules for your issue.

I have tested in my environment and it works fine. Submitted records will automatically route to the destination location based upon your Content Organizer rules. Also it will shows that the file was submitted successfully and saved to its destination location. If the file does not match any Content Organizer rules, it will be retain in drop off library.

Check your Content Organizer rules. Also make sure if there are any workflows or retention stages in the drop library that will copy files to Record Library.
