I am hoping someone can enlighten me about the design and use of permissions window when customizing permissions for a user on a particular list item.  Why is this permission window check boxes in which multiple boxes can be selected?  Why isn’t it designed with radio buttons in which only one unique choice can be chosen?  In our mock SP system we use for SP training, no error message appears when a student in class does select 2 separate boxes and then says "OK".  How is this supposed to work? Does the higher level choice always end up becoming the setting?

Yes, this scenario is by design, one user can be set many permission levels. Each permission level contains different permissions. For example, permission level A contains permission a, b, c, permission level B contains permission c, d, e, f. You grant permission level A and B to a user, then user would have permission a, b, c, d, e ,f.
