I am getting a Invalid value for 'OSVersion' from Microsoft.Common.Targets build error in vs2012

suppress the error when you build solution .But while publising it gives

"An error occurred while signing: Key not valid for use in specified state."--It is orginating from Microsoft.Common.Targets file.

.I have been working on last 6 months without this issue .It surfaced today.

I tried the above solution, i opened the file and looked for the attributes .but I could not able to find .
