A site was created in the classic experience and then after some learning about Powerapps, the Modern experience would have an option to create a powerapp. I went and set the setting/s in the site and list/s to new experience but still no powerapp option. I then tried creating a new list thinking that the other lists were created in the classic mode and might not be able to switch to the modern, but the new list still had no powerapp option.    So the question is how  do I experience the modern experience?  Does the site have to be created in the modern mode initially?

Per my test in my SharePoint online, there is "PowerApps" option in my list with new experience.

Then switch to new experience for a list, go to list->list settings->advanced settings->scroll down and in the "list experience" action, select new experience.
