I have addins for Visual Studio 2005 and 2010 which use similar codes. After addins are installed into Visual Studios, I found the launch time of Visual Studio 2010 is much slower than that of Visual Studio 2005 (25S versus 6S). By using the "Process Monitor", I found the Visual Studio 2010 was spending a large amount of time (14 seconds in one case) in dealing with vs000223.dat and only after that Visual Studio began to load my 2010 addin.

That hidden file is a renamed .png file with the splash screen of Visual Studio with the registration info.
