My organization has decided to move to the SharePoint 2013 database. Our network team is stating that we have a hard limit at 200 GB for the site as a whole. Once you hit that 200 GB, SharePoint 2013'a functionality will completely collapse leaving the site at a standstill. My organization is currently on the 2010 platform and is over storage capacity. We occasionally have some performance issues but it still remains "up and running". I have a hard time believing that this would be the case but I figured I would as the question. Does SharePoint 2013 not have the ability to go over 200 GB and remain functional?

Threshold meant for to overcome the cumbersome and performance issues. If you have more than 200GB data in your site collection, you can still manage (splitting the site collection into different content database) your site collection by moving the sub sites to different site collection based on your logical information architecture.
