Hello Naresh,

In case you have a downtime only on the site collection and you want Page to display notification message then you can build the IIS site and Customize it with the message you want to display.

on WFE where site is hosted, hoping that it is separate Web app with separate IIS Site, You can set the "http" redirection on IIS site you created. Till the time your site is down, any request that hit to site will be re-directed to your notification page.
