I am using Sharepoint 2013 whenever I create a new site collection than try to access the site I am greeted with an IIS 403 error.  The application pool account has been added to the correct user groups also I have checked IIS for permission problems. So has anyone here seen this before?

Check the site collection administrator of the site collection from CA, then log in with site collection administrator check whether site collection administrator can access to the site collection. 

Can you access other site collection of the same web application? try to create a new site collection and compare the results. 

Try to do iisreset and compare the results.

Besides, Check the ULS log  to determine the exact cause of the error. ULS log is at:
