most of the CUs' when I search in Stefan Gobner's blog says as a Uber package such as July 2017, August 2017 and Sept 2017 CU , three of them are Uber package. So does it mean MS releasing Uber packages every month for SP 2013?

Cumulative update packages for Microsoft SharePoint Server 2013 contain hotfixes for the issues that were fixed since the release of SharePoint Server 2013. But each cumulative update has different prerequisite. You need to check the prerequisite of the update before installing it.
