Or rather, unable to reliably modify the standard.  Customizing an approvals workflow in SharePoint 2013.  I have Content Manager and Creator permissions, and IT will probably not grant me any other permissions.  My efforts are the first workflows established within the enterprise, so I am self-taught and have no expert to ask.

Scenario: I use Copy and Modify to create a reusable custom Approvals workflow.  I make changes (see scenarios below), go to my library, create a workflow from the revised reusable workflow, drop in a file, and in most cases it fails with "Failed on Start (retrying)".  In all cases, I have configured the workflow to start on new item.

Once it starts to fail, only restarting from the standard works.  I noticed that after system resynched, it started working again.  Even then, after it stared failing, it continued to fail.  I have tried many times with many variations.  I tried a new library folder, and about 20 combinations of revisions and retries.  Re-opening SharePoint and SharePoint Designer didn't help.  Neither did restaring Windows or power down/up.  Nor did changing the order of end wf/remove wf/remove file.

Needless to say, this is making me nuts.  Add on that, aside from log statements, there are no debugging tools.  I have a hunch that there's some system setup, permissions or underlying file/list issue.

Few things to check: make sure you aren't using system account to create or run your workflow. Don't copy/paste your workflow into a new one. Make sure the workflow has permissions to everything it touches, including any queries. Check the logs to see what errors are created. Provide them here.
