I'm trying to develop an application linked to local git that returns a text from images. For this, I need to install opencv.

Currently, I install OpenCV from requeriments.txt pushing the git locally but it doesn't work, it prints out "Service Unavailable". The other libraries work fine but OpenCV is giving problems. Is there any resctriction with opencv? Could be for my Service Plan?

I was unable to locate any past instance of a customer running OpenCV on a web app, which leads me to believe this scenario might not be possible. Just to be sure though, is open.cv run from an executable?
