I saw some other posts mention trying to turn off and on the Enterprise services feature and did that on the site and site collection but to no dice. I also saw someone look at the root of the site collection and be missing the forms library.

I too am missing this library - it is however not in the site collection recycle bin. Does anyone have any ideas on how to solve this issue? Can I create a new Forms Library at the top of the site collection for forms to use? how do I do that and get old forms to use it? IF I can get a back up of the old one that was deleted will restoring it help to bring back access to my forms.
