I have a client who wishes to create a very custom looking site on top of Sharepoint 2010. Looking through my options it seems like creating WebParts will be the most reusable way to go to meet the client's needs. I'm hesitant about this option though due the access needed to add new WebParts. Most examples I see online show custom C# and give me the impression these parts will need to be compiled and uploaded to the Sharepoint server to run. This would likely be a problem though because my client is in a highly secured environment that would not likely allow this.

Since nothing in the WebPart would need any server executed code, is it possible to create a WebPart of just HTML/CSS/JS and upload this on a per site basis? Or will I absolutely need super admin privileges to add custom WebParts?
