The short answer is - it can't. My understanding is that O365 fully deprecated sandboxed solutions a few months ago. I'm guessing that you defined a code Custom Activity for a Workflow and altered the XML file for SharePoint Designer on-premise to use this (aka pick it up for use in the Activities section). Now you're looking at moving to the cloud, am I off in this?
