Can you define what you mean by "complete management hierarchy".  Do you mean you want to see the management chain from a user all the way up to the CEO?  Or do you mean you want to see a complete org chart of all employees?

Microsoft focuses on showing an org chart with a predictable set of levels.  The problem with either of the two descriptions above is that you don't know whether the org chart will actually fit on a page.  If I'm in management there may only be 4-5 levels of hierarchy above me to the CEO.  But what if I'm a factor line worker or in the mail room?  How do I make sure that an org chart with "n" levels will actually fit on a page and be readable.

You can easily walk the hierarchy using the Microsoft Org chart as far up or down in the organization as you like.  But there is no way to make it show all levels.  Its just not practical.  There are some third party implementations that try.  But those normally require extra configuration to make sure the org chart will actually fit on the page.
