In my SharePoint environment only for excel when trying to checkout by directly opening the link it is not checking out the document rather giving an error "Cannot perform this action either the file is not there or checked out by other user" In the log getting this error

Checked if the file you are trying to open is already checked Out? Also try to open other excel file if it is throwing the same error. If yes, please provide the ULS logs for the same.
