I created VM from on-premise server using vhd files. Machine is running in Azure but agent is not working. I reinstalled him several times but with no response. When I open services.msc I can´t find Windows Guest Agent service. It´s so weird. I already run agent msi installation as admin again with no response from agent and no Windows Guest Agent service.

Is this a Specialized Disk, or do you want to Generalize it for continuous re-deployment? After pushing the VHD to a Virtual Machine, you can check the Boot Diagnostics (Bottom of the VM blade) to review any specific errors or indicators why the Agent may unavailable. We'll want to check to see if the VM is booting to the OS.
