我有多服务器场，02个Web服务器和02个应用程序服务器.  现在使用简化的拓扑在服务器上启动服务.

I have multi server farm, 02 web servers and 02 application servers.  now starting services on servers using streamline topology.

问题是在网络服务器上，当我启动任何服务(如访问服务)时，它的状态仍然保持启动. 开始运行.

problem is that on web server when i start any service like access service it status remain starting..  but when try to start another service like app management service than access service status changed to started and app management service status become running.

如果我启动另一个服务，以前的服务状态已启动，而新的服务启动状态仍在启动，这可能是什么问题.

what could be issue of this if i start another service previous service status become started and newly service started status remain starting.
