We have SharePoint farm on Azure environment. We have Azure App gateway configured to balance the incoming requests. When accessing a page with character '&', we are getting HTTP 400 - Bad Request error. This behavior is only in IE. When accessed from Chrome, it is working fine. Also when we point to individual WFEs instead of App gateway IP using Host entries and access the page, it is working fine in IE as well. The issue happens onlywhen we access the page with app gateway URL in IE.

On checking the Developer Setting in IE, it seems to take "US-ASCII" in charset when accessed by App gateway site and "UTF-8" when accessed pointing directly to WFE.
