We have some large export jobs triggered by a WebAPI method on an App Service that have started to timeout after going beyond the 230 second default limit - can this be overridden?

If your app runs continuous WebJobs, you should enable ‘Always On’, or the WebJobs may not run reliably. To enable, Goto web app -> Settings -> Application Settings -> enable ‘Always On’, you can also add configuration in App settings like below:

WEBJOBS_IDLE_TIMEOUT = 3600
