We have created new SP2013 farm. I find the upload of file is very slow. It needs double time as our old SharePoint 2010 farm. On new farm no Virus scanner runs at the Moment. The resource CPU, Memory, Network seem OK. I get always PermissionMask check failed for {} und OriginalPermissionMask check failed for {} error in ULS Log. I don't know if it the reason for slow Performance of new farm?

That's unlikely to be the issue. What is the performance of file uploads you're seeing? What medium are you using (wired, wireless)? Can you give more information about the network topology?
