Part of this is creating a new Azure Redis Cache, of the C0 Basic SKU. This is by the slowest part of our env creation, frequently taking greater than 25min to finish privisioning. The next slowest part, copying a sql database, takes only 5-10min to complete, so this is by far the slowest part of the process.

I have tested this on the Southeast Asia and East US regions and they both take ages.
