I am looking to completely restrict users' ability to delete/create Folders (not files) on a SharePoint Online Document Library.  I have only found information on how to remove the "Create New" when working in the Doc Library online, but cannot find a straightforward way for restricting folder creation/deletion from the File Explorer view as well--the Users are syncing the Document Library via OneDrive to their hard drives.

Can someone please point me in the right direction on this?  Is there some hidden "Cannot delete" setting like Google Docs that OneDrive/SharePoint has?

You can't do that, not even with a custom permission level. It's either all or none, like you found in the library settings.
