I have created few industry pages where I have used web parts to customize display of specific documents by using filters like document content type and industry.

A user is able to download document displayed through web part. How can I control this download? I do not want the user to download any document but instead view it in browser.

From your description, you want to view document in browser instead of downloading in the Item matching a Tag web part. Is it right?

For this issue, you need to make sure the document could be viewed in browser in the related document libraries.

To do that, you need to go to Site Settings->Site Collection features, deactivate "Open Documents in Client Applications by Default" feature. Then go to the library which store the document and go to Library settings->Advanced Settings, in the "Opening Documents in the Browser", select "Open in browser".

After the above, check if the document could be viewed in browser in the library. If it could be, then check in the web part.
