You can't change what the Sites link connects to.  I suspect the difference is based on whether users have followed any sites or not after creating their MySite.  If you don't have any followed sites it will take you to the default MySite page.  If you do then it takes you to the page where the Followed Sites are displayed.  That's the default behavior and it can't really be changed.  Just note in the manual that users need to follow a Site in order to see the Sites page.
