By default, the person who signs up for an Azure subscription is assigned the global administrator role for the directory. Only global administrators can assign other administrator roles. If you have not a global admin account, you cannot assign other accounts to a global admin. Only global admin can assign global admin role to other accounts. I would suggest you to contact the global admin in your directory for this.
