Good Day
Was hoping someone can please point me in the right direction.

How does one deploy the same Web App across multiple regions.

We looking at Azure SQL database and replicating the Azure SQL databases across 3 regions.
EG West Europe, East US and East Asia.

If I deploy a Web App say, in the West Europe region. How do I make the same Web App Available in East US and East Asia? Is there perhaps a way to sync the Web Apps or replicate the Web App files?

I would want the Web Apps to use the relevant databases in the corresponding regions. The plan after that is then to use a traffic manager to send the user to the closet region to them.

You can also setup SQL in multiple regions for recovery , not sure how fast replication will work there can be some challenges. 

But may be instead of using multiple SQL instances you should consider microservices and may be CDN service to improve performance
