You're team has emailed me to back up my data or it will be deleted on 8/20/2018 because my subscription has run out. When I try to export my Db's to have my own backups I am not allowed because my subscription is no longer active...

This has to do with an Azure Visual Studio Dev Essentials subscriptions that I will not renew, and just want to export a copy of my two Db's in the portal.

This is considered a billing issue. All you need to do is log into the Azure Management portal and select the Support option from the top menu. Click the link "Get Support" under "technical and billing support". At this point a customized "Contact Microsoft Support" dialog will pop up with all your Subscriptions listed with an option to select the Support Type. In this case, you'll select the expired subscription and choose "Billing" as the support type and also the appropriate Region and Language and then Create Ticket. You will create a Free ticket.

You can ask Support to activate your subscription as Pay-as-you-go, export your data and close the subscription.
